Road Safety Driver and Rider Skills Manager | 11070 | Permanent Contract | 37 hours per week | £39,862 to £41,771 per annum (Scale J) | County Hall

Norfolk County Council's Public Health Road Safety Team delivers the National Driver Offender Retraining Scheme (NDORS) on behalf of Norfolk Constabulary, alongside a range of commissioned and commercial driver, rider and business education programmes that support safer road use and reduce casualties across Norfolk.

We are seeking an experienced and innovative Road Safety Driver and Rider Skills Manager to lead the quality, performance and development of these programmes, ensuring high standards of delivery, compliance, safety and customer experience.

Working closely with the Road Safety Commissioning Manager, training providers and key partners, you will use data, evidence and evaluation to shape and improve driver and rider education initiatives. You will oversee; trainer and Approved Driving Instructor (ADI) recruitment, driver and rider commissioned contracts are delivered in line with NCC policies and national standards and work with the road safety partnership to develop and evaluate driver, rider and driving for business campaigns and funded interventions.

The role includes leading commissioned trainers and internal staff, motivating continuous improvement, and identifying opportunities to grow commercial traded services. You will also lead safe system focus groups as directed by the road safety partnership and ensure programmes are evidence-based, focused on behaviour change, demonstrate measurable impact and value for money.

This is an excellent opportunity for someone with leadership experience, experience in driver or rider education, instructor development, road safety, trading standards, DVSA-regulated services or a related field. You will be confident managing people and contracts, building effective partnerships, delivering high-quality services and applying a proportionate, risk-based approach to operational delivery.

A recognised driver training qualification is desirable, although extensive relevant experience as described above will also be considered as meeting this criteria. Candidates who do not currently hold an NDORS licence are encouraged to apply, as training and support will be provided to achieve the required accreditation.

A full and clean driving licence and access to a vehicle are essential, as the role involves travel across Norfolk and occasional national travel. Lone working forms part of the role.
