Rotherham Council’s Housing Property Services (HPS) has an opportunity for a Technical Support Officer (Compliance) – Band G to join our Compliance Team on a part-time permanent basis. This role will support the management of asbestos and fire safety compliance across the Council’s housing portfolio.

This is a part-time role working 14.8 hours per week (2 days per week). Due to operational requirements, one of the working days must be Monday, with the second day to be agreed. This arrangement provides an excellent opportunity for candidates seeking flexible working whilst contributing to the delivery of essential compliance services.

This is an exciting opportunity to join a busy and supportive compliance team, helping to ensure that the Council continues to meet its statutory responsibilities in relation to asbestos management and fire safety. Working under the direction of the Senior Technical Officer – Asbestos, you will play a key role in maintaining accurate compliance records, supporting contractor performance, validating survey information and ensuring critical compliance data is effectively managed within the Council’s asset management systems.

The successful candidate will assist in validating asbestos survey reports, risk assessments and compliance data, ensuring information is accurately recorded and maintained. You will support the procurement and monitoring of specialist contracts including asbestos surveying, asbestos removal, air monitoring and fire risk assessments. The role will also involve providing technical support and advice for housing maintenance and investment projects, liaising with colleagues, contractors, consultants and residents to support safe delivery of works.

You will contribute to the ongoing development of compliance procedures and processes, assist with legislative compliance and help ensure the Council maintains an up-to-date Asbestos Register in accordance with the Control of Asbestos Regulations 2012. The position also provides opportunities to support resident engagement activities, compliance projects and service improvement initiatives.

The successful candidate will have:

  • Experience of working within a technical, compliance, construction, property maintenance or housing environment.
  • Experience of analysing, validating and managing technical information, reports and compliance records.
  • Knowledge of asbestos management, fire safety compliance or related statutory compliance requirements.
  • Experience of working with contractors, consultants and customers in a professional environment.
  • Strong IT skills, including the use of databases, spreadsheets and reporting systems.
  • Excellent verbal and written communication skills with the ability to produce reports and technical information.
  • The ability to analyse information, solve problems and support service improvements.
  • A commitment to continuous professional development and learning.

Essential Qualification

  • Holds or is working towards relevant BOHS P Module qualifications (such as P402/P405) or has the ability and willingness to obtain these qualifications whilst in post.
