Team/Function Overview

We are establishing a new Group Decision-Making and Governance Office responsible for driving our governance principles, architecture, and best practices. It will also address the requirement that our primary risk types are being considered in the correct governance forums, aligned with oversight by the appropriate board-level committees.

Enhancing the effectiveness of Citi’s global decision-making and governance processes is a critical aspect of our Transformation.

To drive our efforts in this area globally, the office will work closely with Citi’s Executive Management Team and directly with our in-business leaders, second-line partners and Internal Audit. By co-ordinating our approach, the new office will ensure we challenge one another to achieve higher standards in our decision making. We need leaders who are striving for excellence, armed with actionable information, and operating within an optimal organizational structure.

We have three positions available at VP level;

Governance Architecture and Oversight Manager

Governance Effectiveness and Infrastructure Manager

Governance Technology and Data Manager

All three roles will execute on program assessment and enhancement for the Group Governance Team, a lean, centralized team of governance professionals. The Group Governance Team works across Functions, Products, Regions and Legal Entities to enhance and standardize Citi’s governance programs and bodies.

  • Form part of a new, global team at Citi which reports directly to EMEA CEO David Livingstone. The Group Decision-making & Governance Office will work to enhance and standardise Citi’s governance worldwide and will drive market-leading initiatives to improve the ways in which Citi makes decisions in order to manage risk and maximise opportunities.
  • Gain an unprecedented opportunity to understand how Citi operates from a unique, holistic perspective. The depth and breadth of knowledge gained will enable the candidate to fulfil a variety of different roles across the first or second line.
  • Gain significant exposure to senior personnel at Citi around the world, will have the opportunity to travel, develop project management, programme design and advocacy skills, and will form a critical part of Citi’s Transformation and its go-forward state.


Candidates with a Legal, Audit, Risk Management or Regulatory Compliance background are preferred.

However, as this is a new global team we are open to considering candidates from any number of relevant backgrounds to help us achieve the objectives of the Office.

Please apply if you meet one or more of the below criteria:

  • Experience of supporting corporate governance procedures and committees;
  • Demonstrable experience of evaluating, designing and testing controls;
  • Exposure to working in a complex global environment, and / or engagement with senior personnel;
  • Project management experience in regulatory or financial services areas; or
  • Experience in drafting complex documents.


Duties and responsibilities will differ depending on where and how your skills and experience can be best used to achieve the objectives of the new office, but some responsibilities may include:

  • Supporting the development and implementation of minimum standards and best practices for governance forums throughout Citi
  • Assessing coverage and representation of Functions, Products, Regions and Legal Entities in governance forums to allow for holistic and inclusive governance, decision-making and operationalization of key initiatives
  • Supporting the development and implementation of standardized governance frameworks complete with templates and minimum standards
  • Support Senior Managers in the Functions, Products, Regions and Legal Entities in driving consistent and effective embedding of governance, risk and control environment
  • Raise the overall quality and consistency of approach to governance and risk and controls environment by Senior Managers, and fostering effective oversight and focus on legal entities through assessment, guidance and engagement
  • Read-across of common themes, and help in front-to-back connection of Functions, Products, Regions and Legal Entities
  • Identification of common themes and emerging risks in governance forums
  • Supporting the development and implementation of enhancements in Governance and Decision Making as part of the Risk and Controls Transformation effort
  • Administer/implement training on accountability, effective oversight and challenge in governance and management forums
  • Supporting the development and implementation of enhancements in Governance and Decision Making as part of the Risk and Controls Transformation effort
  • Design and communicate MCA standards for governance forums including EMPs and ARCMs where appropriate
  • Participate in MCA annual risk assessments and challenge sessions for governance forums

Given these roles have a global remit they can be based in either London or New York.
